1996 — The city of Fayetteville sent out Incinerator Refund checks to residents on this day. The city's Board of Directors had contracted for construction of an incinerator to burn trash, but voters later rejected the project. To pay for what had been built so far, the directors voted to institute an incinerator fee. Some residents then successfully sued the city, arguing that the city could not constitutionally guarantee repayment of the bonds and that the expense should be covered by the bond insurer, which ultimately paid the largest share to settle the lawsuit. So the city refunded the fees it had collected.
